Russian President Vladimir Putin has issued two decrees appointing Artur Lyukmanov as the Ambassador Extraordinary to Egypt and the Plenipotentiary Representative of Russia to the League of Arab States.
Born in 1977, Lyukmanov graduated from the Moscow State Institute of International Relations (MGIMO) under the Russian Ministry of Foreign Affairs in 2000 and holds a doctorate in economic sciences. He joined the Ministry of Foreign Affairs in 2000 and has since held various diplomatic positions both within the ministry’s central apparatus and abroad.
His previous assignments include serving as Second Secretary in the Middle East and North Africa Department, and First Secretary in the Department of New Challenges and Threats at the Russian Foreign Ministry.
He holds the diplomatic rank of Envoy Extraordinary and Plenipotentiary of the first class, and is fluent in English, Arabic, and Turkish.
