In April 2026, a Murakami-class Japanese Maritime Self-Defense Force (MSDF) destroyer transited the Taiwan Strait. Such passages have become more frequent amid rising tensions over Taiwan since 2025. Yet this instance triggered an unusually strong reaction from China. The reason was not the transit itself, but its timing. It occurred on April 17, the anniversary of the 1895 Treaty of Shimonoseki, which ended the First Sino-Japanese War. In Chinese historical narratives, the Treaty of Shimonoseki is part of the “Century of Humiliation.”
Chinese commentators quickly interpreted the timing as deliberate. Some viewed it as a symbolic reminder of imperial victory. Others saw it as a signal of strategic intent toward Taiwan. Japanese officials offered no indication that the date carried symbolic meaning. It may have been coincidence. But the dispute highlights a deeper structural problem in East Asian security. States do not only react to actions; they react to meanings. And increasingly, those meanings are determined not by present behavior but by historical memory.
For decades, analysts have explained East Asian tensions through familiar geopolitical factors: military modernization, alliance politics, maritime disputes, and Taiwan’s strategic importance. These remain essential, but they can’t fully explain why relatively minor events generate outsized political controversies between China and Japan.
Historical memory has become a strategic variable. It shapes how governments and publics interpret policy behavior. It determines which signals are perceived, which explanations appear credible, and which intentions are considered plausible.
Under conditions of declining trust, historical memory transforms ambiguity into meaning, coincidence into strategy, and routine behavior into evidence of hostility. This produces what can be called a “memory security dilemma”: a condition in which historical memory systematically amplifies strategic mistrust, leading states to perceive hostile intent beyond what is intended. Unlike the traditional security dilemma, which arises from uncertainty about capabilities and intentions, this one arises from uncertainty about meaning.
International relations theory has long emphasized misperception. States rarely know each other’s intentions with certainty. As Robert Jervis and others have argued, policymakers tend to infer coherence where none exists, connecting isolated events into narratives of strategy.
The traditional security dilemma builds on this logic: defensive actions are interpreted as offensive preparations, producing spirals of mistrust. But in the context of Sino-Japanese relations today, a deeper layer is emerging. Strategic competition is increasingly filtered through historical narratives that shape interpretation of other states’ actions.
The traditional security dilemma is about uncertainty over intentions. The memory security dilemma is about uncertainty over meaning. An action may be fully understood in operational terms while still being misread in symbolic terms. History becomes a cognitive shortcut that fills interpretive gaps. As trust declines, this shortcut becomes dominant. States rely less on present evidence and more on historical analogy to interpret behavior.
The memory security dilemma is most visible in Sino-Japanese relations because the two countries do not remember the same past in the same way. In China, modern history is politically central. Events such as the Treaty of Shimonoseki (April 17, 1895), the Manchurian Incident (September 18, 1931), and the Marco Polo Bridge Incident (July 7, 1937) remain embedded in education, commemorations, and national identity narratives. They are not simply historical references. They function as interpretive frameworks linking past vulnerability to present strategic concerns.
Japan’s memory structure is different. While wartime history has been extensively debated, specific dates tied to Chinese historical trauma are not equally salient in public consciousness and school education. Many Japanese policymakers would not immediately recognize the symbolic resonance in China of dates like July 7, April 17 or September 18.
The April 2026 MSDF destroyer passage incident was not the only example of this historical perception gap in the context of China-Japan relations. For instance, on July 7, 2012, Japan’s then-Prime Minister Noda Yoshihiko announced the government would be nationalizing the Diaoyu/Senkaku Islands. Making such an announcement on that sensitive date was bound to heighten concerns on the Chinese side.
According to a retrospective analysis by Moriyasu Hiroshi, editorial board member of Kyodo News, the Noda administration had actually finalized the policy on July 6. However, after The Asahi Shimbun broke the story on July 7, the government had little choice but to confirm the report that same day. Neither The Asahi Shimbun nor Japanese government officials appeared to recognize that July 7 carries a profound historical significance in the collective historical memory of China. As a result, they inadvertently deepened the suspicion from Beijing.
This asymmetry of China-Japan memory feeds into Beijing’s threat perceptions. The same event may appear ordinary in Tokyo but politically charged in Beijing. One side sees no signal, the other sees proactive signaling. Misunderstanding does not arise from disagreement over facts, but from disagreement over whether meaning exists in the historical context.
The April 2026 MSDF transit of the Taiwan Strait illustrates how this dynamic operates in practice. From an operational perspective, the transit was consistent with established patterns of Japanese maritime activity since 2024. But this time, the specific timing transformed China’s interpretation.
Because the transit coincided with a historically sensitive anniversary in Chinese historical memory, it was read by some Chinese observers as symbolic action rather than routine behavior. Once such interpretations enter public discourse, they become self-reinforcing. Future actions are interpreted through the same framework, regardless of intent. Each perceived signal strengthens prior belief, narrowing interpretive flexibility. Over time, perception begins to drive strategic reality.
The danger of the memory security dilemma in Sin0-Japanese relations is its self-reinforcing structure. Japanese policymakers may be entirely unaware that a certain date has any symbolic meaning in China. Chinese observers may over-interpret those same actions because they are embedded in a highly charged historical narrative.
Neither side is necessarily acting irrationally, but the outcome is escalating mistrust as perceived hostility generates defensive responses. Those responses are then cited as confirmation of the original suspicion. The cycle reinforces itself. As this loop continues, the gap between intended meaning and perceived meaning widens – even if material behavior remains stable. The security competition becomes less about power shifts and more about accumulated misinterpretation.
The challenge is not to remove history from politics. That is neither possible nor desirable. The challenge is to manage how history is used to interpret the present. This requires strategic empathy: the ability to anticipate how actions will be interpreted through another society’s historical experience.
For Japan, this means recognizing that operational decisions may carry unintended historical resonance in China and avoid the conduction of China-related policy on historically sensitive dates. For China, it means recognizing that timing is not always signaling; sometimes it’s merely a coincidence. China should avoid overinterpreting Japanese intentions for its current foreign and security policy.
If unmanaged, the memory security dilemma may not only deepen Sino-Japanese mistrust but also increase the likelihood that the United States becomes involved in crises that none of the parties originally intended to create.
