Hours before South Korea and the United States began Ulchi Freedom Shield on August 17, U.S. President Donald Trump <\/span>ordered the Pentagon to \u201csubstantially reduce\u201d the exercise<\/span><\/a>. He called the drills \u201ccostly\u201d and an \u201cinappropriate and hostile\u201d signal to North Korea, emphasized his \u201cvery good relationship\u201d with North Korean leader Kim Jong Un, and linked his displeasure to Seoul\u2019s refusal to join U.S. action against Iran. He noted in <\/span>a post on Truth Social<\/span><\/a> that the exercises were being scaled back, not scrapped entirely, only because \u201cit is too late to cancel.\u201d<\/span><\/p>\n The exercise nevertheless started as scheduled, while the Pentagon offered no public explanation of what would be cut. This ambiguity makes the immediate military consequences difficult to measure. It also reveals a more serious alliance problem. A recurring combined exercise, developed through months of bilateral planning against a nuclear-armed adversary, was recast overnight as an instrument of presidential diplomacy and leverage over an ally.<\/span><\/p>\n One shortened exercise \u2013 if indeed Ulchi Freedom Shield is scaled back \u2013 will not undo the South Korea-U.S. combined defense posture. Repeated uncertainty over whether future exercises will proceed, however, could weaken readiness, disrupt the transition of wartime operational control, and reduce confidence in alliance consultation. If Washington wants to use military restraint to reopen diplomacy with Pyongyang, it must do so in concert with Seoul and in return for meaningful North Korean restraint.\u00a0<\/span><\/p>\n The Last-Minute Reduction\u00a0<\/b><\/p>\n Ulchi Freedom Shield is an 11-day combined exercise involving about 18,000 South Korean personnel. It integrates computer-assisted command-post training with field exercises and this year incorporates lessons from recent wars, including drone operations, GPS disruption, and cyberattacks. Even before Trump\u2019s order, the allies had planned <\/span>14 battalion-level or larger field exercises, down from 17 in 2025<\/span><\/a>. The overall number of South Korean participants remained roughly unchanged.<\/span><\/p>\n Because the order \u2013 if a post on Truth Social can be called that \u2013 arrived only hours before the exercise began, canceling or redesigning the command-post phase would create more disruption than savings. The likelier near-term options are narrower U.S. participation, fewer supporting assets, or reductions in field events that have not yet occurred. Until detailed guidance emerges, it\u2019s difficult to evaluate the actual impact.<\/span><\/p>\n However, the value of Ulchi Freedom Shield cannot be counted only in troops or field events. It rehearses the machinery that would allow two national militaries to operate as one force in a crisis: command relationships, intelligence flows, reinforcement, logistics, missile defense, and civil-military coordination. Smaller training can mitigate gaps, but it cannot fully reproduce theater-level decision-making under pressure.<\/span><\/p>\n Ulchi Freedom Shield 2026 also has an unusually important institutional purpose. The allies planned to use it to assess agreed capabilities and systems supporting the conditions-based transition of wartime operational control. Seoul hoped that a successful assessment would permit certification of the future Combined Forces Command\u2019s full operational capability and support discussion of a transition timeline later this year. A major last-minute change could therefore affect more than readiness; it could complicate an alliance project that Washington itself has long encouraged.<\/span><\/p>\n This exposes a contradiction in current U.S. policy. The <\/span>2026 U.S. National Defense Strategy<\/span><\/a> calls for South Korea to take primary responsibility for deterring North Korea with \u201ccritical but more limited\u201d U.S. support. That shift requires stronger combined planning and credible validation of South Korean command capacity. Exercises are one of the main mechanisms for transferring and testing greater responsibility. Curtailing them, especially without prior discussion, makes burden-sharing harder to implement, even as Washington demands more of it.<\/span><\/p>\n Trump\u2019s reference to Iran is even more damaging. He ended his post with a comment criticizing Seoul\u2019s reluctance to join the Israeli-U.S. strikes on Iran. Trump himself called the Iran factor \u201csomewhat unrelated (?)\u201d (sic) to the decision to scale back exercises, only adding to the confusion.<\/span><\/p>\n The <\/span>U.S.-ROK Mutual Defense Treaty<\/span><\/a> is centered on \u201ccommon danger\u201d in \u201cthe Pacific area.\u201d Any South Korean contribution to operations involving Iran must also account for domestic legal procedures, available forces, and immediate requirements on the peninsula.<\/span><\/p>\n Washington can ask Seoul to contribute to wider security challenges, and South Korea should seriously consider requests involving shared interests such as maritime security and the protection of sea lanes. But conditioning joint exercises \u2013 a core mechanism of peninsula defense \u2013 on participation in an unrelated military campaign changes calls into question alliance solidarity.\u00a0<\/span><\/p>\n Seoul is increasing defense spending, expanding conventional capabilities, and accepting a larger role in deterring North Korea \u2013 all in line with Trump\u2019s stated preferences. A demand for allies to take greater responsibility for their own defense is sustainable when paired with reliable U.S. support and predictable consultation. If U.S. participation can be reduced suddenly because Seoul declined an out-of-area request, South Korean policymakers will reasonably question whether alliance decisions are still governed by common strategy.<\/span><\/p>\n The Risk of Seoul Being Sidelined<\/b><\/p>\n Trump has done this before. After the 2018 Singapore summit with Kim Jong Un, Trump <\/span>surprised both South Korean and U.S. military officials<\/span><\/a> by announcing the suspension of major exercises. The pause created space for diplomacy with North Korea, but it also produced a <\/span>measurable degradation in combined-force readiness<\/span><\/a>. Three Trump-Kim meetings ultimately had no lasting impact on curtailing North Korea\u2019s nuclear weapons or ballistic missile development.<\/span><\/p>\n Certainly military restraint can support diplomacy when it is coordinated, limited in time, and exchanged for reciprocal measures. The 2018 experience, however, shows the danger of granting a visible concession before North Korea agrees to make any concessions of its own.<\/span><\/p>\n Trump may hope that a reduction in Ulchi Freedom Shield will help revive direct dialogue with Kim. South Korean President Lee Jae-myung also favors renewed engagement, and the presidential office <\/span>responded cautiously<\/span><\/a> by expressing hope that the \u201cfriendly\u201d Kim-Trump relationship \u201cwill lead to meaningful US-North Korea dialogue.\u201d A coordinated reduction could therefore support both governments\u2019 diplomatic objectives.<\/span><\/p>\n The current strategic setting, however, is less favorable than it was in 2018. North Korea has deepened military cooperation with Russia. North Korean troops have gained battlefield experience in the Russia-Ukraine war, while Pyongyang continues to improve its missiles and has conducted two ballistic missile launches since August 6. Just before Ulchi Freedom Shield, North Korea <\/span>threatened to strengthen its nuclear deterrent<\/span><\/a> in response to the exercise. Trump just rewarded this behavior, even calling North Korea\u2019s behavior in general \u201cunthreatening and respectful.\u201d<\/span><\/p>\n
