Apart from the domestic build-out of nuclear energy, both plans demonstrate China\u2019s ambition to become a global leader in nuclear energy governance and reactor exports.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Almost simultaneously, the United States, Japan, and South Korea announced a new <\/span><a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/07\/the-united-states-japan-and-the-republic-of-korea-sign-a-trilateral-memorandum-of-cooperation-on-small-modular-reactor-deployments-in-other-countries\/\"><span style=\"font-weight: 400;\">Memorandum of Cooperation<\/span><\/a><span style=\"font-weight: 400;\"> at the NATO Summit to accelerate the deployment of small modular reactors (SMRs) in third countries, beginning with the Indo-Pacific.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These parallel developments signal that nuclear reactor exports are becoming an increasingly important arena of strategic competition. Since the Trump administration took office, the United States has linked the deployment of nuclear reactors, both domestically and internationally, to <\/span><a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/05\/deploying-advanced-nuclear-reactor-technologies-for-national-security\/\"><span style=\"font-weight: 400;\">national security<\/span><\/a><span style=\"font-weight: 400;\">. The \u201c123 Agreement\u201d for peaceful cooperation has been the key indicator of U.S. nuclear energy diplomacy. In recent years, new signatories to the 123 Agreements and countries expressing interest in them have concentrated in Southeast Asia \u2013 the same region where China is focusing its civil nuclear engagement.\u00a0<\/span><\/p>\n<p><b>Southeast Asia\u2019s Energy Security and Nuclear Energy Challenges<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Energy security is a major vulnerability for Southeast Asia, as highlighted by the closure of the Strait of Hormuz, through which <\/span><a href=\"https:\/\/www.iea.org\/news\/strait-of-hormuz-crisis-reinforces-need-for-southeast-asia-to-tackle-major-energy-vulnerabilities\"><span style=\"font-weight: 400;\">60 percent<\/span><\/a><span style=\"font-weight: 400;\"> of Southeast Asia\u2019s crude oil passes. To cope with the disruptions, some Southeast Asian governments rolled out short-term measures to <\/span><a href=\"https:\/\/www.iea.org\/data-and-statistics\/data-tools\/2026-energy-crisis-policy-response-tracker\"><span style=\"font-weight: 400;\">curb energy demand<\/span><\/a><span style=\"font-weight: 400;\">. However, any such efforts will be short-lived.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Southeast Asia\u2019s electricity demand is projected to grow by <\/span><a href=\"https:\/\/www.bain.com\/insights\/southeast-asias-green-economy-2026\/\"><span style=\"font-weight: 400;\">more than 100 TWh<\/span><\/a><span style=\"font-weight: 400;\"> by 2030, driven by data centers, electric vehicles (EVs), and industrial needs. That will necessitate enhanced energy supply and security. With that in mind, some countries, including Indonesia, the Philippines and Vietnam have demonstrated a strong interest in nuclear energy by setting <\/span><a href=\"https:\/\/iea.blob.core.windows.net\/assets\/b99d4ce3-3ed4-4d82-b274-bbedd46146b8\/SoutheastAsiaEnergyOutlook2026.pdf\"><span style=\"font-weight: 400;\">national targets<\/span><\/a><span style=\"font-weight: 400;\"> to operate their first nuclear reactors before 2035. Some other countries, including Malaysia, Myanmar, Singapore, and Thailand, are actively considering nuclear energy as part of their energy mix. These interests focus specifically on <\/span><a href=\"https:\/\/www.woodmac.com\/press-releases\/sea-nuclear-potential-2025\/\"><span style=\"font-weight: 400;\">SMRs<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nuclear reactors are often viewed as having high upfront costs and long construction schedules. In the United States and Europe, new-built reactors have been rare in recent years, and the licensing process and loss of construction expertise have prolonged project timelines and further elevated <\/span><a href=\"https:\/\/www.mckinsey.com\/mgi\/our-research\/nuclear-power-a-renaissance-in-the-making\"><span style=\"font-weight: 400;\">costs<\/span><\/a><span style=\"font-weight: 400;\">. In contrast, most newly built reactors are built by Asian countries, mainly <\/span><a href=\"https:\/\/www.climatechangenews.com\/2025\/08\/21\/emerging-asia-reactors-new-wave-power-energy-developing-china-korea\/\"><span style=\"font-weight: 400;\">China and South Korea<\/span><\/a><span style=\"font-weight: 400;\">, which have proven their ability to build reactors on time and on budget.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For new nuclear energy countries, operating nuclear power plants means not only building reactors but also developing the entire infrastructure, including the regulatory framework, human resources, safety culture, and more. The process, according to the International Atomic Energy Agency (IAEA), takes around <\/span><a href=\"https:\/\/www.iaea.org\/topics\/infrastructure-development\/milestones-approach\"><span style=\"font-weight: 400;\">10 to 15 years<\/span><\/a><span style=\"font-weight: 400;\">. As the life of a reactor has been extended to 60 to 80 years, and decommissioning takes <\/span><a href=\"https:\/\/www.oecd-nea.org\/upload\/docs\/application\/pdf\/2019-12\/nea6038-decommissioning.pdf\"><span style=\"font-weight: 400;\">another 10 to 25 years<\/span><\/a><span style=\"font-weight: 400;\">, importing a reactor from another country means 100 years of political, logistical, educational, and legal alignment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia, China, and the United States are the major nuclear reactor exporters worldwide. Russia leads in the number of reactors exported with state-owned Rosatom. <\/span><a href=\"https:\/\/www.sipri.org\/sites\/default\/files\/2019-02\/eunpdc_no_61_final.pdf\"><span style=\"font-weight: 400;\">Its ability to cover the entire fuel cycle and its build-own-operate model<\/span><\/a><span style=\"font-weight: 400;\"> are attractive to new nuclear energy countries. Still, sanctions following the Russian invasion of Ukraine have significantly affected its financing and logistical capabilities, resulting in <\/span><a href=\"https:\/\/etc.bellona.org\/2026\/05\/06\/bellona-nuclear-digest-march-2026\/\"><span style=\"font-weight: 400;\">construction delays<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">China also adopts a state-owned company approach, with <\/span><a href=\"https:\/\/www.neimagazine.com\/news\/china-prepares-for-nuclear-exports-4843154\/\"><span style=\"font-weight: 400;\">China National Nuclear Corporation (CNNC) and China General Nuclear Power Group (CGN)<\/span><\/a><span style=\"font-weight: 400;\"> as the main players. Although China was once set to build <\/span><a href=\"https:\/\/www.reuters.com\/article\/business\/china-could-build-30-belt-and-road-nuclear-reactors-by-2030-official-idUSKCN1TL0HY\/\"><span style=\"font-weight: 400;\">30 reactors<\/span><\/a><span style=\"font-weight: 400;\"> in Belt and Road Initiative (BRI) countries by 2030, it has so far built reactors only in Pakistan. Chinese companies don\u2019t own or operate the reactors in Pakistan, but the <\/span><a href=\"https:\/\/world-nuclear.org\/information-library\/country-profiles\/countries-o-s\/pakistan\"><span style=\"font-weight: 400;\">fuel supply<\/span><\/a><span style=\"font-weight: 400;\"> is dependent on China.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The private sector has driven U.S. nuclear energy exports, but the government supports potential importing countries through multiple programs. <\/span><a href=\"https:\/\/2021-2025.state.gov\/civil-nuclear-and-clean-energy-initiatives\/\"><span style=\"font-weight: 400;\">Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST)<\/span><\/a><span style=\"font-weight: 400;\"> builds capacity for countries with a strong focus on nuclear security, safety, and nonproliferation. Both the <\/span><a href=\"https:\/\/www.exim.gov\/policies\/small-modular-reactor-financing\"><span style=\"font-weight: 400;\">SMR Financing Toolkit<\/span><\/a><span style=\"font-weight: 400;\"> by Export-Import Bank of the United States (EXIM) and <\/span><a href=\"https:\/\/www.dfc.gov\/sites\/default\/files\/media\/documents\/DFC%20Report%20-%20Civilian%20Nuclear%20Energy%202024.pdf\"><span style=\"font-weight: 400;\">loans, guaranties, and investments<\/span><\/a><span style=\"font-weight: 400;\"> by the International Development Finance Corporation (DFC) are meant to support the high upfront investment of nuclear reactors that would cause a financial burden for countries. The United States does not take back spent fuel for export, but more and more <\/span><a href=\"https:\/\/americanaffairsjournal.org\/2026\/03\/closing-the-loop-the-power-and-promise-of-nuclear-fuel-recycling\/\"><span style=\"font-weight: 400;\">policy discussions<\/span><\/a><span style=\"font-weight: 400;\"> favor fuel recycling to boost its fuel capacity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Southeast Asia, when deciding which country to import nuclear reactors from, countries consider multiple factors simultaneously. On the one hand, they value U.S. leadership in technology, regulatory framework, nonproliferation, and safety culture. Among Southeast Asian countries exploring nuclear energy, Indonesia, the Philippines, Vietnam, Singapore, and Thailand have all signed <\/span><a href=\"https:\/\/www.energy.gov\/nnsa\/123-agreements-peaceful-cooperation\"><span style=\"font-weight: 400;\">123 Agreements with the United States<\/span><\/a><span style=\"font-weight: 400;\">, while Malaysia has secured a <\/span><a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2025\/07\/united-states-and-malaysia-sign-memorandum-of-understanding-concerning-strategic-civil-nuclear-cooperation-and-launch-negotiations-for-a-civil-nuclear-cooperation-agreement\"><span style=\"font-weight: 400;\">Memorandum of Understanding (MoU)<\/span><\/a><span style=\"font-weight: 400;\"> to begin negotiations. On the other hand, China\u2019s <\/span><a href=\"https:\/\/rooseveltinstitute.org\/blog\/can-china-break-nuclear-powers-cost-curse\/\"><span style=\"font-weight: 400;\">cost advantage<\/span><\/a><span style=\"font-weight: 400;\"> and ability to finish on time are attractive, given these countries\u2019 national targets on the horizon.\u00a0<\/span><\/p>\n<p><b>The Engagement China and the U.S.-led Alliance Have Made in the Region<\/b><\/p>\n<p><span style=\"font-weight: 400;\">China began civil nuclear cooperation with the Association of Southeast Asian Nations (ASEAN) in 2015 through its state-owned nuclear energy companies to build capacity in the <\/span><a href=\"https:\/\/www.chinanews.com\/ny\/2015\/06-01\/7314573.shtml\"><span style=\"font-weight: 400;\">nuclear energy workforce<\/span><\/a><span style=\"font-weight: 400;\">. After China\u2019s Linglong One became the world\u2019s first IAEA-approved land-based SMR model, it has demonstrated its ability to serve <\/span><a href=\"https:\/\/content-static.cctvnews.cctv.com\/snow-book\/index.html?item_id=6247668996640061\"><span style=\"font-weight: 400;\">the needs of BRI countries<\/span><\/a><span style=\"font-weight: 400;\">, which include all ASEAN countries.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, despite leading the world in SMR progress, the <\/span><a href=\"https:\/\/www.reuters.com\/business\/energy\/china-start-commercial-operation-first-small-modular-nuclear-reactor-2026-2025-12-11\/\"><span style=\"font-weight: 400;\">commercial operation timeline<\/span><\/a><span style=\"font-weight: 400;\"> for China\u2019s first Linglong One has not been met. Due to the opacity of information, whether the first Linglong One can operate successfully remains a key question for countries considering nuclear energy options.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The United States has made some regulatory breakthroughs in Southeast Asia. In 2025, U.S. nuclear company <\/span><a href=\"https:\/\/www.ans.org\/news\/2025-08-06\/article-7260\/thorcon-project-takes-forward-step-in-indonesia\/\"><span style=\"font-weight: 400;\">Thorcon International<\/span><\/a><span style=\"font-weight: 400;\"> received a first stage license from the Indonesian nuclear regulator, BAPETEN, for its molten salt reactor. Various government agencies have also stepped in to accelerate regulatory alignment to favor the adoption of U.S. technology in the region. The U.S. Trade and Development Agency (USTDA) funded the Manila Electric Company (Meralco) in the Philippines to conduct a study on integrating <\/span><a href=\"https:\/\/www.ustda.gov\/ustda-brings-u-s-small-modular-reactor-technology-to-strengthen-philippines-energy-security\/\"><span style=\"font-weight: 400;\">U.S. SMRs<\/span><\/a><span style=\"font-weight: 400;\">. The U.S. Department of Commerce set up an <\/span><a href=\"https:\/\/www.trade.gov\/feature-article\/us-civil-nuclearsmr-industry-working-group-southeast-asia\"><span style=\"font-weight: 400;\">SMRs export working group<\/span><\/a><span style=\"font-weight: 400;\"> to assist the industry\u2019s communications with Southeast Asian governments. These steps signal U.S. efforts to unify the private sector to form an export strategy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the regulatory integration, the United States still has to overcome the construction bottleneck to appeal to Southeast Asian countries, and that\u2019s where South Korea and Japan play key roles.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">South Korea is an emerging nuclear reactor construction power with its state-owned Korea Hydro &amp; Nuclear Power (KHNP), which has successfully built <\/span><a href=\"https:\/\/www.khnp.co.kr\/eng\/contents.do?key=560\"><span style=\"font-weight: 400;\">four large reactors in the UAE on schedule<\/span><\/a><span style=\"font-weight: 400;\">. The success has won them further deals with Egypt and Czechia, and KHNP has signed SMR cooperation MOUs with <\/span><a href=\"https:\/\/www.khnp.co.kr\/eng\/selectBbsNttView.do?key=565&amp;bbsNo=84&amp;nttNo=72630&amp;searchCtgry=&amp;searchCnd=all&amp;searchKrwd=&amp;integrDeptCode=&amp;pageIndex=2\"><span style=\"font-weight: 400;\">Singapore<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.khnp.co.kr\/eng\/selectBbsNttView.do?key=565&amp;bbsNo=84&amp;nttNo=72649&amp;searchCtgry=&amp;searchCnd=all&amp;searchKrwd=&amp;integrDeptCode=&amp;pageIndex=2\"><span style=\"font-weight: 400;\">the Philippines (Meralco)<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.khnp.co.kr\/eng\/selectBbsNttView.do?key=565&amp;bbsNo=84&amp;nttNo=72705&amp;searchCtgry=&amp;searchCnd=all&amp;searchKrwd=&amp;integrDeptCode=&amp;pageIndex=2\"><span style=\"font-weight: 400;\">Thailand<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Japan is a key supplier to the nuclear energy industry, with leading capabilities in heavy manufacturing: <\/span><a href=\"https:\/\/world-nuclear.org\/information-library\/nuclear-power-reactors\/other\/heavy-manufacturing-of-power-plants\"><span style=\"font-weight: 400;\">Japan Steel Works (JSW)<\/span><\/a><span style=\"font-weight: 400;\"> supplies the world with 80 percent of the large forged components for nuclear reactors. In the <\/span><a href=\"https:\/\/www.americanactionforum.org\/insight\/u-s-japan-trade-deal-investment-commitments-in-nuclear-energy\/\"><span style=\"font-weight: 400;\">2025 trade deal between the U.S. and Japan<\/span><\/a><span style=\"font-weight: 400;\">, leveraging Japan\u2019s capabilities to rebuild the U.S. nuclear energy industry was a key focus.<\/span><\/p>\n<p><b>The Next Chapter of Nuclear Energy Geopolitics<\/b><\/p>\n<p><span style=\"font-weight: 400;\">While the move to integrate the capacities of the United States, South Korea, and Japan to create synergies and accelerate SMR exports has received <\/span><a href=\"https:\/\/en.sedaily.com\/politics\/2026\/07\/13\/demand-countries-welcome-korea-us-japan-smr-alliance\"><span style=\"font-weight: 400;\">positive feedback<\/span><\/a><span style=\"font-weight: 400;\"> from the region, China is also continuing its efforts. Since the release of the 15 FYP, CNNC has signed new cooperation agreements with <\/span><a href=\"https:\/\/www.cnnc.com.cn\/cnnc\/xwzx65\/ttyw01\/2026051814445634406\/index.html\"><span style=\"font-weight: 400;\">China Energy Engineering Corporation (CEEC)<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.cnnc.com.cn\/cnnc\/xwzx65\/ttyw01\/2026042317411169299\/index.html\"><span style=\"font-weight: 400;\">TBEA<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.cnnc.com.cn\/cnnc\/xwzx65\/ttyw01\/2026070908570529024\/index.html\"><span style=\"font-weight: 400;\">Bank of China<\/span><\/a><span style=\"font-weight: 400;\">, citing international market expansion in all of them. CEEC is one of China\u2019s largest overseas energy project developers, operating in <\/span><a href=\"https:\/\/www.yidaiyilu.gov.cn\/p\/0PSHLDDI.html\"><span style=\"font-weight: 400;\">140 countries and regions<\/span><\/a><span style=\"font-weight: 400;\">, while TBEA focuses on providing <\/span><a href=\"https:\/\/en.tbea.com\/\"><span style=\"font-weight: 400;\">total solutions<\/span><\/a><span style=\"font-weight: 400;\"> for renewable energy and transmission. CNNC has demonstrated <\/span><a href=\"https:\/\/www.cnnc.com.cn\/cnnc\/xwzx65\/zhyw0\/de1e97045c52423dbfc42749320b1d19\/index.html\"><span style=\"font-weight: 400;\">the intention<\/span><\/a><span style=\"font-weight: 400;\"> to integrate itself in other countries\u2019 energy systems first and then work on the nuclear development agenda; these partnerships will strengthen its capabilities to do so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Southeast Asia has historically cooperated with China on economic agendas and collaborated with the United States on security. The region has been navigating nuclear energy cooperation with both sides.
